Ayman, sorry to disappoint you, but such old article doesn't seem to be available in online resources of ASCE. You can't even purchase it in digital format.
If it is of real need, then you can contact the authors (J.Duncan seems to be still active professor). Generally speaking most of the authors are giving their articles without problems.

And, don't post duplicate threads of one-and-the-same request, like this one, please:

completing the ynopum comment, consider put the title of your request more clearly and objective!
Instead of requesting "I need this paper about retaining wall", put the specific title:
"[REQUEST] Finite Element Analyses of Retaining Wall Behavior paper".
It's very useful for future search using the forum search engine by title.
