EN 10083-1:2006 Steels for quenching and tempering - Part 1: General technical delivery conditions
This part of EN 10083 specifies the general technical delivery requirements for
semi-finished products, hot formed, e.g. blooms, billets, slabs (see NOTES 2 and 3),
bars (see NOTE 2),
rod,
wide flats,
hot-rolled strip and sheet/plate,
forgings (see NOTE 2)
manufactured from the direct hardening non alloy steels for quenching and tempering (see EN 10083-2), the direct hardening alloy steels for quenching and tempering (see EN 10083-3), the non alloy flame and induction hardening steels (see EN 10083-2) and the alloy flame and induction hardening steels (see EN 10083-3), and supplied in one of the heat treatment conditions given for the different types of products in the relevant tables of EN 10083-2 and EN 10083-3 and in one of the surface conditions given in the relevant tables of EN 10083-2 and EN 10083-3.
The steels are generally intended for the manufacture of quenched and tempered, flame or induction hardened machine parts, but can also be used in the normalized condition (see EN 10083-2).
Where applicable, the requirements for mechanical properties given in EN 10083-2 and EN 10083-3 are restricted to the relevant tables in these documents.
NOTE 1 European Standards on similar grades are listed in Annex C.
NOTE 2 Hammer forged semi-finished products (blooms, billets, slabs etc.), seamless rolled rings and hammer forged bars are in the following covered under semi-finished products or bars and not under the term "forgings".
NOTE 3 Special agreements should be made when ordering un-worked continuously cast semi-finished products.
NOTE 4 In accordance with EN 10020, the steels covered by EN 10083-2:2006 are quality and special steels, the steels covered by EN 10083-3:2006 are special steels. 1.1 This European Standard gives the technical delivery requirements for:
- semi-finished products, hot formed, for example blooms, billets, slabs (see NOTE 2 and NOTE 3),
- bars (see NOTE 2),
- rod,
- wide flats, quarto plates,
- hot-rolled sheet/plate and strip,
- hammer and drop forgings (see NOTE 2),
manufactured from the case hardening non alloyed or alloyed steels (see NOTE 4) listed in Table 3 and sup-plied in one of the heat treatment conditions given for the different types of products in Table 1, lines 2 to 7 and in one of the surface conditions given in Table 2.
The steels are in general intended for the fabrication of case-hardened (see Clause 3) machine parts.
NOTE 1 European Standards relating to steels complying with the requirements for the chemical composition in Ta-ble 3 but which are supplied in other product forms or treatment conditions than given above or are intended for special applications, and European Standards for similar steel grades are listed in the Bibliography.
NOTE 2 Hammer-forged semi-finished products (blooms, billets, slabs, etc.), seamless rolled rings and hammer-forged bars are included under semi-finished products or bars and not under the term "hammer and drop forgings".
NOTE 3 Special agreements shall be made when ordering non-deformed continuously cast semi-finished products.
NOTE 4 In accordance with EN 10020, the steels covered by this European Standard are special steels.

ABSTRACT
Pavement foundations for major roads in the UK were historically designed on an empirical
basis, related to a single design chart, restricting the incorporation of superior performing
materials or materials for which the empirical data sets were not available. The adoption of
performance based specifications was promoted as they are perceived to ‘open up’ the use of
alternative materials (including ‘local’ sources of primary materials) or techniques, and allow for
the incorporation of superior performance into the overall pavement design. Parallel
developments to the performance based design of pavement foundations (allowing for superior
performance) and in situ testing required the support of laboratory based performance tests.
These laboratory based tests were required to determine material performance parameters
(elastic modulus and resistance to permanent deformation) for both unbound and hydraulically
bound pavement foundation materials. A review of the available laboratory apparatus indicated
that they were either; unrealistic (and hence unable to provide the required material
performance parameters), or overly complex and more suited to fundamental research.
Therefore, the requirement for developmental research work was identified. The research
reported herein details the development, manufacture and initial evaluation of simplified
laboratory apparatus (the Springbox for unbound materials and static stiffness test for
hydraulically bound mixtures) designed to produce the performance parameters of elastic
modulus and relative resistance to permanent deformation for pavement foundation materials.
The equipment and test procedure evaluation was undertaken across a range of materials,
giving initial guidance on likely in situ performance.
The innovative laboratory apparatus and materials guidance (including the potential to use
recycled and secondary aggregates) was incorporated into key Highways Agency specification
and guidance documents, which in turn influence construction practice outside of motorways
and major trunk roads. This research concludes by outlining a number of recommendations for
continued development and evaluation, including feeding back data sets from long term in situ
performance testing for subsequent refinement of assumptions.
