Please give me recommendation for books(in forum) which I can use as start to learning
Earthquake Engineering in General and
Earthquake Design for Reinforce Concrete

I am using American Code
An Engineer must have a SIX sense

The book by A. Scarlat - Approximate Methods in Structural Seismic Design, althought somewhat outdated with respect to latest building codes, it is a good start for establishing the foundations of seismic analysis and an introduction to the design.

Thank you very very much for you both, CivilEA's great Earthquake Engineer. CivilEA full of color because of you both.

I have one more question, should I know much about Dynamics of Structure before learning Earthquake Engineering? I love to learning this subject too.

And

I am still undergraduate student. When you start learning this Advance subject(Earthquake)?

You need to go one step at a time. This implies, that in your studies you must put great effort to get a very good background in the following subjects:

1. statics and strength of materials
2. particle and body dynamics
3. structural analysis (frames)
4. advanced structural mechanics (including plasticity)
5. structural dynamics
6. basic/intermediate seismology
7. seismic/earthquake engineering

p.s. knowledge of math, probability and statistics (risk) are needed to go along with the subjects (Diff Eq., Fourier series, etc.)

Then you'll be able to use specialized EQ analysis software to do analysis & design.

Learning through Earthquake Tips from IITK will also be a good starting point for "Earthquake Engineering in General". I believe its there in the Forum already but i am unable to find the link.
