that includes reference to the american edition you are searching for; for the moment I have not been able to find one digital edition in any language. As you see the text refers to a standing 2007 edition in spanish by the professional college of Ingenieros de Caminos, Canales y Puertos.

As a side note, the translation as Philosophy of Structures was somewhat infortunate in that exists an older and also worth of some renown book by FélixCardellach -an architect and industrial engineer- of such name, Filosofía de las Estructuras, so causing some confusion.
