What does it takes to do a website forum

I'm thinking of making a science forum , so what are the steps I should follow for doing this !?

I've heard that you must pay money for this , I've also heard that you can steal the design of a website and change text .. !?

Well , after surfing the net , there are several free making websites such as yola - - But I think that this must be learnt so it must take time , not minutes !!!

you need two components
1. a URL (like civilea.com)
2. a host (a server with has a database to keep your forum data)

however, they have limited customization/modification because they are hosted on their server. but you still have full admin control over your forum.

you can only have full customization / modification if you purchase a host (not that expansive actually) and buy your own domain (aladdins.com).

most domain host (or you call them the agent who sell and maintain your domain) have a control panel which allows you to create a forum easily just buy a few clicks of button.
