Yes, since there is a problem with your server, something must be done. I am really new, both in the forum and in the profession, and willing to contribute to your effort to keep the forum up and running. But the way I see it there are two options:
1) Deny access to any users you feel don't participate, thus reducing the "traffic" , or
2) Introduce a minimum fee for users (either paypal or what way you choose), to upgrade your equipment.
Declaring that inactive users are to be removed will make them eventually wake up and give something back, but the slow speeds won't go away. Sort of missing the point. It is either turning the forum into a business and keeping everyone onboard, or reducing it to a small private club, that will solve your problem, without having to spent your own resources.
I'm not annoyed in any way, just realistic.
