I have been scouring the internet for years new 13th edition, but they will most likely not exist. The manuals are not sold as electronic documents, unlike other codes. In order to obtain a electronic file, a person would have to physically scan over 2000 pages. This would be a monumental task. There are electronic copies of the the ASD 1989 and LRFD 2nd edition, but not for the one you require.
