In SAP2000 when a steel material is defined, in "other properties for steel materials", SAP2000 requires minimum yield and tensile stress (ok) and "effective" values for yield and tensile stress, someone could explain me what are this "effective" values.

They are for CAN/CSA-S16-01 (Canadian Standards Association, Limit States Design of Steel Structures) standard. There is effective yield stress method defined in that code and the values you asked is used when you select this code from the design preferences of Sap2000.
