As far as I know, GEC-No.2 is not electrically available for the public due to the unknown reason. If someone just wants to learn earth retaining systems, more specific retaining systems manuals are available from other sources rather than FHWA, such as those manuals about sheet pile, tieback, soil nail, etc. These specific manuals supply more details than the general one. Actually, if you do not work in USA especially work for FHWA, these GEC (from No.1 to No.8) are not too helpful for your specific design.
