have you noticed since when? what program was installed before that error?
when this happens to me, I simply replace the specified file if I know where he needs to be or recover the backup image of windows.
I've found here some hints.

I suppose you use Mozila Firefox. If is true uninstall it and try to use another browser or an older version of Firefox.

Dear hmwere,

After digging the web I guess there's a real mozsqlite3.dll file and it's part of Mozilla or Firefox.
It's name is moz from Mozilla, sqlite from sqlite and version 3.

vbc.exe is part of the .Net Framework, it's Visual Basic Compiler, a Command Line Compiler.
It can be found in C:\Windows\Microsoft.NET\Framework\v3.5 or v4.0.30319 or another

Now there shouldn't be a connection between them.

In order to solve your problem you should start with:
1) Antivirus check
Also:
2) Reinstall Mozilla
3) Reinstall more .Net Frameworks like 1.1, 3.0, 3.5, 4.0

I have a strong feeling it's an application, malware, spyware, virus or something. But more important something you don't want on your computer.

To get more info regarding your issue you could check the Event Viewer:

Look for the error in Windows Logs->Application, At level there should be Error.

Regards
