My question for the second paper by Imai, T. 1970. - Study on coefficient of lateral subgrade reaction of ground. Soils and Foundation, are you sure the paper was written by Tsuneo Imai himself?
I found 4 papers written by Imai T. and another authors in OYO Technical Notes with the title Studies of Subgrade Reaction Coefficient K-value of Soil Ground ,published in June 1976 by OYO Corporation, Urawa Research Institute, Saitama Japan.
The titles of the 4 papers as follow :
1. Suyama K., Ohya S. and Imai T. 1966. Studies (1) of Transverse K Value of Ground (method of Measurement, Especially with reference to Monocell method & Tricell Method),. Soil and Foundation, Vol.14 no. 10.
2. Suyama K. and Imai T. 1966. Studies (2) of Transverse K value of Ground (On Accuracy of Transverse K-value by LLT). Soil & Foundation Vol. 14 no 11.
3. Imai T. 1969. Studies (3) of Transverse K-value of Ground (K-value used in design). Soil & Foundation Vol.17 no 11.
4. Imai T. 1970. Studies (4) of Transverse K value of Ground ( Method of Calculation of Transverse Behaviour of Pile based on measurement Results by LLT). Soil & Foundation, Vol.18 no.1.

Please find the paper by Tsuneo Imai entitle 'K Value for Design' in the following link,sorry the copy is not so clear since it was about 35 years old. I hope it will be useful for you.
