Water gushing out to 1.5 ft high does not mean that only 1.5 feet excess head is available. There are losses when water gushes upwards . I do not know exactly the amount of losses. What I know is that during pipe testing, when we open the air valve , the height of water that shoots up in the air is much less than the pressure head available at that point.
Normally the authorities will be able to conduct a pressure test to determine
the total head available. But your case is just a 1/2 in pipe tap off.
Anyway, losses are significant for a small diameter pipe with a large demand.
You may proceed further by consulting any fluid mechanics book.
