At any point , the total hydraulic grade line consists of pressure head, elevation head and velocity head.
There must be a pressure that drives water out.
If at the point that you want to tap, there is no pressure (i.e water free flowing) you definitely need a pump.
Municipal pipes are designed to have sufficient residual head
( ie. required max height of building + say 25' plumbing losses) before
a pump is required.
An additional 6 feet head is very small.
Please confirm the total head at the point that you want to tap.
