well the 1994 code is not availiable the 1997 version has been posted on the forum

NAUTILUS87 thank you very much, I really appreciate your effort. However, I still need UBC 94 because the contractor has specified it to be used restrictly. But I am not sure how can I achieve it! thank you very much again.
