I am looking for strengthening of RC beams by adding steel plates both in flexure and shear.

I wanted to post for you this papers before, but have been pretty bussy during the last weeks. Anyway, I hope am not too late and you still will find them useful.
I have succesfully retrofitted a couple of buildings using steel plates for RC beams, with plates in upper/bottom faces, and also with side-plated beams. I have not relied only upon epoxy adhesives, so used also epoxy fixed-metal anchors for the plates. Bear in mind that tipically steel plates are heavy, and applying adhesive to the plate and adhering it to the beam will by no means be an easy task. Also, I would advise not to use expansion anchors (if you are using anchors at all), as you will be using several of them and the expansive ones will induce a lot of internal stresses in an extensive area or, worst, create a failure plane (I have seen that).
Additional comments: steel is heavy by nature, so reinforcing an RC-beam with steel plates may also add a big load to the already over-stressed element to be reinforced. Why donĀ“t you better try FRP wraps or laminates?
