This is a report written for the Royal Commission of Inquiry into Building Failure Caused by the Canterbury Earthquakes.

The report's authors are authorities on Earthquake Engineering and Seismic Design of Structures (both concrete and steel) and are worldwide known.

The report describes the current international philosophy for seismic design, explaining why such large levels of structural damage occurred in the Christchurch earthquakes. It too presents recent-developed earthquake-resistant structural systems which have emerged from researching.
