The present document adds to the series of documents recently issued by the CNR on the structural
use of fibre-reinforced polymer (FRP) composites, started with the publication of CNR-DT
200/2004. The topic of the present document is the use of externally bonded systems for
strengthening timber structures.
This is an informative document. The intended objectives of this document are to disseminate,
within the professional community, the current knowledge on the use of FRPs for strengthening of
timber structures, and to provide the necessary information to identify cases where the use of FRPs
for strengthening applications is appropriate and safe.
It is well-known that the current state of the art on this topic is not as advanced as that on concrete
and masonry structures. Accordingly, no international guidelines on the use of FRPs for
strengthening of timber structures are available at present. In this context, the present document
represents the first step towards the development of specific design guidelines. These guidelines
will be issued in the near future, once the theoretical and experimental studies currently underway
internationally, will produce a more complete and consolidated understanding of the subject.
This document will then be useful to identify any still unsolved problems , therefore allowing the
scientific community to focus on them over the next years, and will become a reference document
on this topic.
The current version of this document contains some basic concepts on FRP strengthening and on
related specific problems, on strengthening of structural members under combined bending and
axial force, with particular reference to strengthening of wooden floors and their stiffening under inplane
loads. Some qualitative aspects of debonding issues and of strengthening of joints are also
addressed.
Finally, three Appendices are included, which present several examples of FRP strengthening
interventions on structures (Appendix A), the main technical references (Appendix B) and the
design code references on the subject (Appendix C).

It is a common feeling, among those involved in research and design activities in the field of
strengthening with fiber-reinforced composites, that Italy is getting a worldwide reputation, both for
the value of its contribution in improving the knowledge in this field as well as for the presence of a
peculiar and important building heritage. This includes those of historical and architectural relevance
as well as more recent masonry, reinforced concrete, prestressed concrete, and steel structures.
Most of the latter structures are now over 30 years old and in need of urgent structural remedial
works.
The main international initiatives for the identification of design guidelines to address these needs
are well known. It is worth mentioning the Japanese (JSCE – 1997), the American (ACI 440 –
2000), as well as the European guidelines (FIP-CEB – 2001). For the sake of completeness, the
study report entitled “Non-metallic reinforcements in RC structures,” approved by the Italian National
Research Council (CNR) in January 1999 will also be included. All the aforementioned
documents deal with structures made out of reinforced concrete.
The purpose of this guideline is to provide, within the framework of the Italian regulations, a document
for the design and construction of externally bonded FRP systems for strengthening existing
structures. A guideline, by its nature, is not a binding regulation, but merely represents an aid for
practitioners interested in the field of composites. Nevertheless, the responsibility of the operated
choices remains with the designer.
The document deals with the following topics:
- Materials
- Basic concepts on FRP strengthening
- Strengthening of reinforced and prestressed concrete structures
- Strengthening of masonry structures
Specific guidelines for the strengthening of reinforced and prestressed concrete structures as well as
masonry structures for construction subjected to earthquakes according to the most recent national and international design codes are provided.

The present document adds to the series of documents recently issued by the CNR on the structural
use of fiber-reinforced polymer (FRP) composites, started with the publication of CNR-DT 200/2004.
This is an informative document, whose intended objectives are disseminating, within the
Technical-Professional community, the knowledge acquired on the use of FRPs in the static
consolidation of metallic structures as well as identifying the strengthening interventions that are
effectively appropriate and safe.
It is also well-known that the current state-of-the-art on this topic is not as advanced as that of
concrete or masonry constructions. In fact, adequate solutions are currently available only for a few specific applications.
No more than the UK and USA guidelines (CIRIA 2004, ICE 2001, Schnerch et al. 2006) on the
use of FRP for strengthening metallic structures have been drawn up until now.
The present study represents the first step towards the definition of specific design guidelines that
will be issued once all the theoretical studies and experiments have given a more complete and
universally accepted understanding of the subject.
The results of this study will be useful in identifying any problems that still remain unresolved,
therefore allowing the scientific community to concentrate upon them over the next few years.
The current version of this document makes use of some of the basic principles and rules adopted in
the document CNR-DT 200/2004, that is relevant to reinforced concrete and masonry structure,
while integrating and completing with specific aspects of FRP strengthening interventions with
metal structures. In particular, the use of FRP in the flexural and tensile strengthening of structural
metal elements is discussed. In addition, several qualitative aspects of debonding as well as the
strengthening of fatigue sensitive elements are also dealt with.
The document includes two Appendices, dealing with several examples of FRP strengthening
interventions on real structures (Appendix A) and main bibliographic references (Appendix B).
The Document derives from the studies developed within the context of important Italian research
projects financed by CNR and MIUR.

The present document adds to the series of documents recently issued by the CNR on the structural use of fiber-reinforced polymer (FRP) composites, started with the publication of CNR-DT 200/2004. The documents published refer to the use of externally bonded systems for strengthening concrete and masonry structures (CNR-DT 200/2004), timber structures (CNR-DT 201/2005) and
structural steel (CNR-DT 202/2005). The subject of the present document is the use of FRP bars as internal reinforcement in concrete structures.
The use of fiber-reinforced polymer composites, in substitution for steel, for concrete structural elements is a widespread practice in many countries. The peculiar characteristic of FRP materials of not being susceptible to corrosion phenomena makes their use particularly suitable in different situations.
Several international guidelines are currently available supporting the design, construction and control of such structures.
From a theoretical perspective, there are no conceptual differences in relation to the classical theory of steel reinforced concrete elements. What does need to be taken into account, is the different mechanical behavior of FRP material, whose constitutive law is fundamentally linear elastic up to failure.
