There are certain facts that a website should follow to be accountable for copyright infringement.
For example, there should be a storage facility/capacity for the site to host either illegal software or whatever copyrighted material. As for my understanding, CIVILEA does not storage by itself any illegal content; all it does is to reffer the user to external storage sites as rapidshare, megaupload and the like.
Let´s give an example:

. That site "offers" the user options quite similar to CIVILEA, but not specifically related to civil engineering. They reject any complain unless it is enough and fully soported: if you want to report Corel because is mentioned there, for example, that is simply not allowed because the site DOES NOT STORAGE the software in any of its servers. The issue is highly sensitive and quite complex in fact, and involves a lot of knowledge and correct interpretation of the applicable laws.
What I suggest is no to (at least openly) promote any use of illegal software or copyrighted material through CIVILEA. That obviously does not mean not posting keygenes for example, but any link and/or posted material HAVE TO BE stored in whatever server other than CIVILEA´s one. CIVILEA must not hold nor storage by any means any software nor copyrighted material. If any user wants to post any material, it has to be made through external servers like the previous ones listed (rapidshare and so), and that user should just write here the links to that EXTERNAL SERVER.
The above paragraph describes just how currently CIVILIEA works, right? As I said before, the issue is quite complex and sensitive, but as for my understanding CIVILEA bears at the moment no responsibility for what any user does or does not with material/software that infringes any copyright.
What I think should be right to do is give a possible third party the option to comply if they think an infringement by CIVILEA is underway, so that our Admin can take propper action. (Again, see:

TO ALL CIVILEA USERS: if you use any illegal software or illegally use any copyrighted material (even a simple single scaned book) you have to know that you are responsible for it and for the law (in whatever country you live) you and only you will be the one accountable for that.
As a thousand times has been said in the forum: if you wish, try a software. If it suits your needs/expectations, BUY IT.
