There is compatibility problem with operating system for PORTABLE ETABS 9.6. It is not compatible with XP-SP2.

SOLUTION:

(1) Download and run PORTABLE STRUDS2009 available in forum which is compatible with XP-SP2
(2) Try PORTABLE ETABS 9.6. It should work. It works for me.

I have 2 version of etabs 9.6 that works for me: first version is without the pdf manual and the second is with the pdf manual. Hope these version works for you too. (I checked them on xp sp2 and sp3.)
