As far as my observation, this problem occurs when we open post/thread which contains old pictures with uploading before we change host to "pic.civilea.com"

No, one of avatars point to wrong location of server (Because of changing host). Now, there is not any problem.

The speed has improved a lot, even with the connection problems I have at times during peak hours ...
